Bloomfield operates under a Council-Manager government structure, combining the policy leadership of the Town Council with the administrative expertise of the Town Manager. The Division of Operations and Communications serves as a critical link between the Town Council, Boards & Commissions, and the community. We manage Clerk of Council duties, facilitate ordinance reviews, and provide support for legislative policy development. By leveraging digital platforms like social media, newsletters, and town events, we amplify the voices of our governing bodies and ensure residents remain informed and engaged.

Our office also promotes Council initiatives such as anti-litter campaigns and works closely with Boards & Commissions, such as the Fair Rent Commission, to enhance administrative efficiency and public outreach. These efforts support Bloomfield’s commitment to effective governance and transparent communication.

Staff Liaison & Recording Secretary

As liaisons and recording secretaries, our team bridges the gap between the Town’s Boards and Commissions and the broader community. Recording secretaries are responsible for documenting discussions, decisions, and official actions during meetings, ensuring that accurate records are maintained for reference and transparency.

We take pride in providing meticulous support to all Boards and Commissions, allowing their members to focus on substantive issues without being burdened by administrative tasks. Clerk of Council Duties

Clerk of Council plays an essential role in maintaining efficient and transparent operations. Our office provides administrative support to Town Council meetings, including preparing agendas, taking detailed minutes, and maintaining official records. This critical function ensures that the legislative process is well-documented, accessible, and in compliance with state and local laws.

Additionally, our team provides the attention to detail required to support all Town Council subcommittees, from coordinating schedules to ensuring accurate reporting. These efforts enable subcommittees to focus on policy development and problem-solving while ensuring the Town Council operates with efficiency and accountability. Below are the supported organizations:

  • Education, Workforce, Youth Development & Community Services Committee: This subcommittee is responsible for reviewing and updates of social services, including youth development and programming, workforce development and senior citizen services, housing, historic preservation, libraries, parks and recreation, and cemeteries.
  • Finance, Budget, Audit & Bonding Committee: The role of this subcommittee is to provide an opportunity for detailed discussion and consideration of financial matters, with regular reporting to the full Town Council.
  • Governance, Policy & Economic Development: This subcommittee is responsible for government relations, policy, ordinances, and central office services. Focuses on communications, major capital projects, economic development, financial management, personnel management, facilities maintenance/management, and infrastructure maintenance/management.
  • Public Health, Safety & Environment Committee: The role of this subcommittee is to improve the safety, well-being, and quality of life for the citizens of Bloomfield by examining and reporting on management practices, methods, and programs used by the Police Department, Bloomfield Center Fire, Blue Hills Fire, Bloomfield Volunteer Ambulance, West Hartford Bloomfield Health District and Bloomfield Emergency Operations. The Sub-Committee reports and makes recommendations to the full council for consideration and adoption.

Media Support Duties

The Division of Operations & Communications provides tailored media support to Bloomfield's Boards and Commissions to ensure their work is accessible and well-publicized. This includes creating and sharing announcements for meetings, promoting public hearings, highlighting board initiatives through social media campaigns, and featuring their updates in town newsletters like This Week in Bloomfield. We also assist in managing content for the town’s website, ensuring agendas, minutes, and other essential documents are readily available to residents. By amplifying the efforts of Boards and Commissions, we enhance public awareness, foster civic engagement, and ensure transparency in the decision-making process.
